Short answer
WhatsApp Business API pricing in India is per delivered template message. Meta's India rates checked 17 October 2026 are ₹0.8631 per marketing message and ₹0.115 per utility or authentication message; replies inside the 24-hour customer service window are free. Providers add a platform fee and often a per-message markup, and 18% GST applies.
What is WhatsApp Business API pricing in India?
WhatsApp Business API pricing in India starts with Meta's own per-message rates, published in rupees. Meta charges when a template message is delivered, and the price depends on the template's category and the recipient's country code.
| Message category | Rate per delivered message | When it is charged |
|---|---|---|
| Marketing template | ₹0.8631 | Always, unless sent inside a free entry point window |
| Utility template | ₹0.1150 (lower above 25 million a month) | Outside the 24-hour customer service window; free inside it |
| Authentication template | ₹0.1150 (lower above 7.5 lakh a month) | Always, unless inside a free entry point window |
| Authentication-international | ₹2.4971 | Only for eligible businesses based outside India sending OTPs to Indian users |
| Service (non-template) message | Free | Only possible inside an open customer service window |
A marketing message costs about 7.5 times a utility message (₹0.8631 against ₹0.1150), which is why template category matters more than anything else on the bill. Meta's developer documentation confirms the model: 'Effective July 1, 2025, Meta charges on a per-message basis', 'All non-template messages are free', and 'Utility templates delivered within an open customer service window are free' (Meta for Developers).
Many pages ranking for this topic still describe the older per-conversation model, or quote marketing rates that differ from each other. Use Meta's rate card with a date, and treat any provider's quoted price as its own all-in price, not Meta's. If you already know which provider you want and need help connecting WhatsApp to your funnel, see WhatsApp automation.
How Meta charges for WhatsApp messages: windows and categories
Two windows decide whether a message costs anything. A 24-hour customer service window opens each time a user messages you; a 72-hour free entry point window opens when a user starts the chat from a Click-to-WhatsApp ad or Facebook Page button.
What one customer journey costs on WhatsApp
- Hour 0Marketing template sentYou send a promotion to an opted-in customer. Charged at ₹0.8631.
- Hour 2Customer repliesTheir message opens a 24-hour customer service window. Inbound messages are never charged.
- Hour 3Free-form repliesYour agent or bot answers with text and images. Free inside the window.
- Hour 4Order confirmationA utility template inside the open window. Free.
- Hour 30Shipping update next dayThe window has closed, so the utility template is charged at ₹0.1150.
Meta's messaging documentation defines the first: 'When a WhatsApp user messages you or calls you, a 24-hour timer called a customer service window starts', and the timer resets with each new message (Meta: send messages). That sequence mirrors Meta's own charge example, in which a business sends four messages and pays for two (Meta for Developers). The free entry point rule is the other big lever: when a user messages you from a Click-to-WhatsApp ad or a Page call-to-action button on the mobile app, 'All messages are free for 72 hours, including template messages', according to the same page. For businesses that already run Meta ads, routing leads into WhatsApp this way makes the first three days of follow-up free.
Categories are Meta's call, not yours. Meta's template categorisation rules say templates with mixed utility and marketing content are treated as marketing, that utility templates that should be marketing are re-categorised, and that a business 'accepts the charges associated with the category applied to the template at time of use' (Meta: template categorization). An order update that adds 'use code SAVE10 on your next order' becomes a marketing message at 7.5 times the price.
| Messages per month | Utility rate | Authentication messages per month | Authentication rate |
|---|---|---|---|
| Up to 2.5 crore | ₹0.1150 | Up to 7.5 lakh | ₹0.1150 |
| 2.5 crore to 5 crore | ₹0.1081 (6% off) | 7.5 lakh to 1.5 crore | ₹0.1081 (6% off) |
| 5 crore to 10 crore | ₹0.1012 (12% off) | 1.5 crore to 2 crore | ₹0.1012 (12% off) |
| 10 crore to 20 crore | ₹0.0943 (18% off) | 2 crore to 5 crore | ₹0.0943 (18% off) |

BSP markup on WhatsApp: what providers add on top of Meta
Most Indian businesses use WhatsApp through a provider (a Business Solution Provider or a tech provider built on Meta's Cloud API). Providers charge a monthly platform fee and usually a per-message price above Meta's rate; some also charge for service replies that Meta does not bill.
| Provider and plan | Platform fee | Marketing | Utility | Authentication | Service replies |
|---|---|---|---|---|---|
| Meta rate card (reference) | None from Meta | ₹0.8631 | ₹0.1150 | ₹0.1150 | Free |
| Interakt Starter / Growth / Advanced | ₹999 / ₹2,799 / ₹3,799 a month | ₹0.970 / ₹0.958 / ₹0.949 | ₹0.160 / ₹0.150 / ₹0.140 | ₹0.129 / ₹0.128 / ₹0.127 | ₹0.129 to ₹0.127 after 1,000 free |
| AiSensy Basic | ₹1,500 a month | ₹1.09 | ₹0.145 (charged even inside the 24-hour window, per AiSensy) | ₹0.145 | ₹0.145 after 1,000 free a month |
| Wati Growth / Pro / Business | ₹2,699 / ₹5,799 / ₹16,799 a month, billed quarterly | Per Wati rate card | Per Wati rate card | Per Wati rate card | Per Wati rate card |
Reading the table: Interakt's Growth plan charges ₹0.958 per marketing message against Meta's ₹0.8631, about 11% more, and AiSensy's Basic plan ₹1.09, about 26% more. Both state on their pricing pages that service replies beyond 1,000 a month are charged, although Meta's documentation says non-template messages are free. That is a provider charge for their platform, not a Meta charge, and it matters for support-heavy businesses. Interakt's Enterprise plan lists 'No Templates Markups', which shows the trade-off on offer: a higher fixed fee for Meta pass-through rates.
The right provider depends on features as much as price: CRM integration depth, Shopify triggers, chatbot tools and seats. A full side-by-side is on Interakt vs Wati vs AiSensy. For CRM-led teams, see HubSpot WhatsApp integration; for stores, Shopify WhatsApp order notifications.

Meta rates for Indian numbers in INR, read 17 October 2026 from WhatsApp Business's pricing selector (rate card effective 1 July 2026): marketing ₹0.8631; utility and authentication ₹0.1150 with Meta's volume tiers (utility from 2.5 crore, authentication from 7.5 lakh messages a month, applied per tier). Service replies and utility inside the window are free from Meta. Provider presets use vendor-published all-in prices for Indian numbers, excluding GST: Interakt Growth ₹2,799 a month, marketing ₹0.958, utility ₹0.150, authentication ₹0.128, service ₹0.128 after 1,000 free; AiSensy Basic ₹1,500 a month, marketing ₹1.09, utility ₹0.145 (also charged inside the window, per AiSensy), authentication ₹0.145, service ₹0.145 after 1,000 free. Custom route: your quoted fee and prices, with 1,000 free service replies assumed. GST at 18% per Meta's India billing article. Not modelled: free entry point windows, authentication-international rates, hosting or engineering for direct Cloud API, provider volume discounts.
To judge whether the messages pay back, put the cost next to what they produce: use the CPL and CPA calculator for lead follow-up, and for stores relate confirmation and cart messages to return-to-origin losses with RTO-adjusted ROAS.
WhatsApp API cost per month at 10,000 and 1 lakh marketing messages
At 10,000 marketing, 5,000 utility and 2,000 authentication messages a month, Meta's charges are ₹9,436 before GST. Through an entry provider plan the same volume costs about ₹13,400 before GST.
| Monthly volume | Meta rates only | Interakt Growth | AiSensy Basic |
|---|---|---|---|
| 10,000 marketing, 5,000 utility, 2,000 authentication | ₹9,436 (₹11,134 with GST) | ₹13,385 (₹15,794 with GST) | ₹13,415 (₹15,830 with GST) |
| 1 lakh marketing, 30,000 utility, 10,000 authentication | ₹90,910 (₹1,07,274 with GST) | ₹1,04,379 (₹1,23,167 with GST) | ₹1,16,300 (₹1,37,234 with GST) |
Monthly cost at 1 lakh marketing messages, incl. GST (INR)
At low volume the platform fee dominates, so the cheapest plan is the one with the lowest fee that has the features you need. At high volume the per-message markup dominates: at 1 lakh marketing messages, a ₹0.10 difference per message is ₹10,000 a month before GST. Marketing messages are more than 90% of every bill in these examples, so cutting wasted broadcasts saves more than switching provider.
WhatsApp API GST and INR billing in India
Meta now bills eligible Indian WhatsApp customers in rupees through Facebook India Online Services, with 18% GST on its invoices. Providers add GST on their own fees and prices too.
- 1 Jul 2025Per-message pricing
Meta replaces conversation-based pricing with charges per delivered template message.
- 1 Jan 2026INR billing and higher India marketing rate
Billing localisation launches for India; Meta also raises the India marketing rate.
- Feb 2026First Facebook India invoices
Eligible monthly-invoicing customers receive invoices from Facebook India.
- 31 Dec 2026Migration deadline
All WhatsApp Business accounts of eligible Indian customers must be in INR.
- 1 Jan 2027Non-INR accounts stop
Meta stops delivering messages from eligible customers' non-INR accounts.
Meta's Business Help Centre says that from January 2026 eligible customers with a 'Sold to' address in India receive invoices from Facebook India, that WhatsApp Business Messaging services billed by Facebook India 'are subject to applicable GST (18%)', charged as IGST for inter-state and CGST plus SGST for customers billed in Haryana, and that only designated SEZ customers are exempt (Meta Business Help Centre). The article covers businesses on monthly invoicing with a line of credit. Meta also publishes a currency migration API that clones an account into the new currency; the old account stops sending once migration completes (Meta: change billing currency). Separately, the ₹2.4971 authentication-international rate applies only to eligible businesses based outside India messaging Indian users (Meta: authentication-international rates); Meta's developer documentation sets the INR migration deadline of 31 December 2026 for eligible partners and directly integrated clients (Meta for Developers).
If you use a provider, it buys messaging from Meta and invoices you, usually with GST on top ('+taxes' on the Interakt pricing page, for example). A GST-registered business can normally claim the 18% back as input tax credit; your chartered accountant should confirm.
If your WhatsApp Business account is billed directly by Meta in a currency other than INR and your business is in India, ask your provider or Meta whether it must migrate. Meta says messages from eligible non-INR accounts will stop being delivered from 1 January 2027.
How to lower a WhatsApp API bill without sending less value
Most savings come from four habits: keeping utility templates genuinely transactional, sending utility messages while the service window is open, starting conversations from Click-to-WhatsApp ads, and sending marketing only to segments that respond.

Once costs are under control, connect WhatsApp to measurement: log conversations against leads in the CRM, and send qualified WhatsApp leads back to ad platforms, as described in tracking WhatsApp leads with Google Ads offline conversions. For stores with cash-on-delivery orders, confirmation messages pair with Meta CAPI for Shopify COD orders. For D2C brands, WhatsApp sits inside the wider D2C growth marketing system, next to paid social whose costs are benchmarked in Meta ads CPM and CPL benchmarks for India, and inside customer journey automation. WhatsApp Business API pricing India: common questions
What is the WhatsApp API cost per message in India?
Meta's India rates checked 17 October 2026 are ₹0.8631 per marketing message and ₹0.1150 per utility or authentication message, with lower utility and authentication rates at very high monthly volumes. Service replies inside the 24-hour customer service window are free from Meta. Providers add their own fee or markup, and 18% GST applies.
What is the WhatsApp marketing message price in India?
₹0.8631 per delivered marketing template on Meta's India rate card effective 1 July 2026, before GST. Providers' all-in prices are higher: Interakt lists ₹0.949 to ₹0.970 depending on plan and AiSensy lists ₹1.09 on their pricing pages (vendor-published, read 17 October 2026).
Is GST charged on WhatsApp Business API in India?
Yes. Meta's Business Help Centre says WhatsApp Business Messaging billed by Facebook India is subject to 18% GST: IGST for inter-state customers, CGST and SGST for customers billed in Haryana. Providers also add GST to their fees and prices. A GST-registered business can usually claim it as input tax credit.
What is BSP markup on WhatsApp?
It is the amount a provider charges per message above Meta's rate, on top of any monthly platform fee. For example, Interakt's Growth plan lists ₹0.958 per marketing message against Meta's ₹0.8631. Some plans, such as Interakt Enterprise, advertise no template markup in exchange for a higher fixed fee.
Are WhatsApp service messages free?
From Meta, yes: Meta's documentation says all non-template messages are free and can only be sent inside an open 24-hour customer service window. Some providers charge for service replies above a monthly allowance; Interakt and AiSensy both list charges after 1,000 free service messages a month.
When are WhatsApp utility messages free?
When they are delivered inside an open customer service window, which opens for 24 hours each time the customer messages you, or inside a 72-hour free entry point window from a Click-to-WhatsApp ad or Page button. Outside those windows Meta charges ₹0.1150 per utility message to Indian numbers.
Does WhatsApp still charge per conversation?
No. Meta replaced conversation-based pricing with per-message pricing on 1 July 2025. Pages that still quote conversation prices are out of date.
Is the WhatsApp Business API cheaper than SMS for OTPs?
On Meta's side, authentication messages to Indian numbers cost ₹0.1150 each, falling in tiers above 7.5 lakh a month. Compare that with your SMS provider's per-message price including DLT charges, and check delivery and user reach for your audience before switching.
Do I need to move my WhatsApp account to INR billing?
If your business is in India and billed directly by Meta, Meta's documentation says eligible customers must migrate all WhatsApp Business accounts to INR by 31 December 2026, and that messages from eligible non-INR accounts stop being delivered from 1 January 2027. Meta's currency migration API creates a new account in the target currency and moves your assets to it. Ask your provider whether this affects you.
