Short answer
A marketing budget template is a spreadsheet that lays out the approved annual budget by channel and line item, marks each line as fixed or variable, phases it by month, and tracks plan against committed and actual spend. Indian companies should run it April to March, show GST on ad invoices and convert to USD at a planning rate.
What should a marketing budget template include?
Five things: line items by channel, a fixed or variable label on each, monthly phasing, a summary finance can approve, and a tracker that compares plan, committed and actual spend every month.
Most budget spreadsheets stop at a list of channels and an annual number. That is enough to get a total approved and not enough to run the year. The questions finance asks in month four are different: what is already committed, what can still be paused, which lines are running ahead of plan, and what the extra spend in a festive quarter is buying. A marketing budget template built for those questions saves the scramble.
For context on size, Gartner's 2025 CMO Spend Survey of 402 marketing leaders in North America, the UK and Europe found budgets flat at 7.7% of company revenue, with 59% of CMOs saying they lacked enough budget to execute their strategy and paid media taking 30.6% of the budget, or 2.4% of company revenue (Gartner, via Silicon UK). Campaign Asia's coverage adds that half of CMOs reported budgets of 6% or less (Campaign Asia). Most respondents had revenue above $1 billion, so treat these as context for large companies, not a target for a startup; the startup marketing spend guide and the marketing budget planner cover sizing for smaller businesses.

Open the CSV files in Excel (double-click) or Google Sheets (File, Import). The memo opens in any text editor, Notion or Google Docs.
How it works: category amount = annual budget × category weight ÷ sum of weights; each category is split across its lines by fixed internal shares. Fixed lines are spread evenly over 12 months. Variable lines follow the phasing you choose: even, a steady ramp from 0.7x to 1.3x through the year, or a festive shape that lifts October and November; these are planning shapes to edit, not measured seasonality. The default split is a starting point to edit, not a benchmark. USD = INR ÷ the planning rate you enter. GST cash = 18% on lines billed by ad platforms, the rate Google, LinkedIn and Meta state for Indian invoices; whether you recover it as input tax credit depends on your GST registration, so check with your CA. Files: UTF-8 CSV with a byte order mark so ₹ shows correctly in Excel, plus Markdown and plain text.
The annual sheet puts every line on one row with twelve monthly cells, then calculates the year total, the US dollar equivalent from the planning rate in cell B2, cash including GST for ad platform lines from the rate in B3, and each line's share. A summary block totals each category and the fixed and variable lines with SUMIF, and a check cell confirms the categories add up to the total. The tracker lists every line for every month in long format, which makes it easy to filter by month or pivot by channel. CSV files are saved in UTF-8 with a byte order mark, which Microsoft says lets Excel open them normally (Microsoft Support), and Google Sheets imports .csv through File, then Import (Google Docs Editors Help).
How do you lay out an annual marketing budget by channel?
Group lines into six categories (paid media, content and creative, events, tools, agencies and people, tests and contingency), give each line an owner, and keep platform fees separate from the media they buy.
| Category | B2B lines | D2C lines | Usually |
|---|---|---|---|
| Paid media | Google Ads search, LinkedIn Ads, Meta retargeting, YouTube and review sites | Meta Ads, Google Ads (Shopping, Performance Max), marketplace ads | Variable |
| Content and creative | Articles and case studies, design and video | Creative production, influencer and creator fees | Variable |
| Events | Events, sponsorships and webinars | Sampling, pop-ups and events | Variable until signed |
| Tools and software | CRM and automation licences, analytics and SEO tools | Store apps, email and WhatsApp platforms, analytics | Fixed |
| Agencies and people | Agency retainer, consultants and freelancers | Agency retainer, freelancers and consultants | Retainer fixed, freelance variable |
| Tests and contingency | Capped experiments and opportunities | Capped experiments and opportunities | Variable |
Split paid media by platform, not by objective, because invoices, GST and spending limits come per platform. Keep tool subscriptions out of the paid media lines even when they are marketing tools, so a cut to media does not accidentally cancel the CRM. For B2B companies the paid media mix is a decision in its own right: the Meta vs Google budget allocation guide and the cross-channel ad spend allocator help set the split, and the LinkedIn Ads cost in India page gives the platform's own numbers. The software lines often hide the biggest surprise; the HubSpot price in India and Zoho One price in India pages break licence costs down in rupees.
The split between brand and performance spend is a separate question from the channel layout. If that is the debate in your company, model it with the brand vs performance budget allocator before filling the sheet. Research from the LinkedIn B2B Institute, written up in Marketing Week, argues that 95% of the B2B buyers you reach are out of market and will not buy for months or years (Marketing Week), which is one reason a budget made entirely of capture spend tends to plateau.
What is the difference between fixed and variable marketing costs?
Fixed costs are committed for a contract term (licences, retainers, salaries) and cannot be cut within a month. Variable costs (ad spend, freelance work, unsigned events) can be raised or paused quickly, and they carry the phasing.
- CRM, automation and analytics licences
- Agency retainers and salaries
- Annual sponsorships once signed
- Spread evenly across 12 months
- Changed only through the approval matrix
- Ad spend on each platform
- Freelance production and creator fees
- Events not yet contracted
- Phased by season or ramp
- First lever when results or cash change
The fixed share is the number a CFO will look at first, because it is the part of the budget that cannot respond to a bad quarter. A budget where most money is fixed has little room to reallocate toward what works; a budget that is almost all variable usually means the team is under-invested in the tools and people that make the spend work. The template shows the fixed share in the builder and in the summary block. When asked for a cut, show which variable lines go first and what pipeline they were producing: the marketing budget approval guide describes that framing, and what marketing to cut when runway is short covers the order.
Where each line sits: commitment vs ability to scale
How should an Indian company handle INR, USD and GST in the budget?
Plan in INR on an April to March year, convert to USD at a planning rate set by finance, and show the 18% GST that Google, LinkedIn and Meta charge on Indian invoices as a separate cash line.
| Platform | What the platform states | Budget implication |
|---|---|---|
| Google (Google India) | IGST 18%, or CGST 9% + SGST 9% when the bill-to state matches the bill-from state; GSTIN mandatory for business accounts | Add 18% to cash for Google lines; recover as input tax credit if eligible |
| From 1 April 2026, eligible Indian businesses buy from LinkedIn India Sales Private Limited, which charges 18% GST as a separate line | Budget LinkedIn net of GST and show the tax as cash | |
| Meta | Ads revenue in India billed through Meta's local entity, in INR, subject to Indian GST (announced July 2018) | Plan Meta lines in INR with GST on top |
The sources for the table are the platforms' own pages: Google's payments help on GST (Google Payments Centre Help), LinkedIn's India GST FAQ (LinkedIn Help) and Meta's 2018 announcement of local billing in India (Meta). Whether the GST is a real cost depends on whether your business can claim the input tax credit, so the template keeps it in a separate cash column rather than inflating the budget.
For US dollar reporting, use one planning rate for the year, set by finance, and keep it in a single cell so the whole sheet recalculates when it changes. The Reserve Bank of India publishes reference rates you can base it on (RBI reference rate archive); the template's default rate is a placeholder, not a quote. One platform behaviour matters for monthly tracking: Google Ads can spend up to twice the average daily budget on a given day, but no more than 30.4 times the average daily budget in a month (Google Ads Help), so a month's Google line should be set as daily budget × 30.4, not × 30.
How do you get a marketing budget approved?
Present it as what each part of the spend buys in pipeline or orders, at what cost and payback, with fixed commitments separated from variable spend that can be stopped. Then lock the approved version and change it only through re-forecasts.
Approval path for the annual marketing budget
- MarketingDraftHead of marketing fills the sheet, phasing and memo assumptions.
- FinanceFinance reviewTotals, cash phasing, GST and contracts behind fixed lines.
- LeadershipApproveCEO or CFO signs off the total and the fixed commitments.
- FinanceLockThe approved version becomes the plan; changes are re-forecasts.
- MonthlyTrackMonthly plan vs committed vs actual, with explanations.
Quarterly re-forecast feeds the next draft
| Decision | Who approves | Evidence needed |
|---|---|---|
| Move variable spend within a quarter, up to 10% | Head of marketing | Cost per result by channel |
| Move spend between quarters, or above 10% | CFO or finance lead | Re-forecast and pipeline effect |
| New fixed commitment (tool, retainer, hire) | CFO and CEO | Business case, term, exit clause |
| Increase the annual total | CEO, and board if required | Pipeline, CAC and payback the extra spend buys |
| Release contingency | Head of marketing | Test plan with a stop date |
The memo's assumptions section is what makes approval faster: revenue target, the pipeline or orders needed, target cost per result and the payback the business can afford. Those numbers come from the reverse funnel in how to set marketing pipeline targets and the unit economics in the CAC payback period matrix. The quarterly review where the budget is checked against results is laid out in the QBR template, and individual campaigns draw their budgets from these lines through the campaign brief template.
How do you track a monthly marketing budget against actuals?
Record three numbers for every line every month: plan, committed (signed POs, insertion orders and SOWs) and actual invoiced. Explain any line beyond a variance threshold, and move variable money to what is working.
- When signedLog commitments
Owners enter POs, insertion orders and SOWs in Committed, so the month is not a surprise when invoices land.
- Day 5Actuals in
Finance shares booked actuals for the previous month; owners fill the Actual column.
- Day 7Variance review
Lines flagged EXPLAIN get one line each: timing, price, volume or a decision.
- Day 10Reallocate
Variable spend moves toward the lowest cost per qualified result, inside the approval matrix.
- Each quarterRe-forecast
Remaining months re-planned; original plan kept for plan vs actual.
A marketing budget tracker is only useful if it is read next to results. Spend on its own says nothing about whether a line should continue; the same variance can be a problem on a channel that produces nothing and good news on one that produces at a low cost. In the PropTech CAC payback case study, two ad sets representing ₹7.4L a month were cut after offline conversion data showed no closed transactions over four months, and CAC fell from ₹12,000 to ₹4,200 within 90 days of the feedback loop going live. The tracker's job is to make that kind of decision visible every month instead of once a year. Wasted spend on paid media can be estimated with the ad spend waste calculator, and the reporting that connects spend to pipeline is covered in fully loaded CAC.
What are common marketing budget mistakes?
Most budget problems come from layout, not arithmetic: no split between fixed and variable, no committed column, phasing that ignores seasons, and GST left out of the cash plan.
Myth Divide the annual budget by 12.
Reality Fixed lines are even, but variable spend should follow demand: festive months in India, quarter-end pushes in B2B, launches. Even phasing usually underspends the peaks.
Myth Track actual invoices only.
Reality Invoices arrive late. Without a committed column, a month can look underspent until the bills for signed work arrive at once.
Myth Ad budgets in the sheet equal cash out.
Reality Indian ad platform invoices carry 18% GST. Whether it is recovered depends on your registration, so plan the cash separately.
Myth Contingency is free money for the year end.
Reality Release it for tests with a stop date. Unused contingency is re-approved in the quarterly re-forecast, not spent in March.
Myth Benchmarks tell you the right split.
Reality Survey averages describe large companies. Your split should follow what each channel produces at your margins.

Marketing budget template: questions teams ask
What is included in a marketing budget template?
Line items by channel, each marked fixed or variable with an owner, twelve monthly columns, year totals, a category summary and a tracker for plan, committed and actual spend. This template adds a USD conversion, GST cash for ad platforms and an approval memo.
How much should a company spend on marketing?
There is no single right figure. Gartner's 2025 CMO Spend Survey reported an average of 7.7% of company revenue, mostly from companies above $1 billion in revenue, and half of CMOs reported 6% or less. Smaller and faster-growing companies should size the total from their pipeline targets and payback, for example with the marketing budget planner on this site.
Should an Indian company plan its marketing budget April to March?
Usually yes, because the financial year in India runs April to March and finance will compare marketing against it. The template lets you switch to a January to December year for companies that report on a calendar year, such as subsidiaries of US parents.
Is GST included in Google, Meta and LinkedIn ad spend in India?
GST at 18% is charged on top of ad spend on Indian invoices from Google India and LinkedIn's Indian entity, and Meta bills Indian ads through its local entity subject to GST. Whether you can recover it as input tax credit depends on your registration, so the template shows it as a separate cash column. Confirm treatment with your CA.
What is the difference between committed and actual spend?
Committed spend is money you have agreed to pay through a signed PO, insertion order or SOW, even if no invoice has arrived. Actual spend is what has been invoiced or booked. Tracking both avoids months that look underspent until late invoices arrive.
How should I phase a marketing budget by month?
Spread fixed costs evenly and phase variable spend to demand. If demand in your category rises around the festive season in India, lift variable spend for October and November; B2B companies may weight quarters toward events or launch dates. The template offers even, ramp and festive shapes as starting points.
What should be in the contingency line?
A capped amount for tests and opportunities, released by the head of marketing for experiments with a stop date. Unused contingency should be re-approved at each quarterly re-forecast rather than spent at year end.
How is this different from the marketing budget calculator?
The calculator sizes the total budget from revenue and growth posture. This template takes a total you already have and lays it out by line, month, fixed vs variable and currency, with approval and tracking. Use the calculator first if you do not have a number yet.
How often should a marketing budget be re-forecast?
Quarterly is the usual rhythm: re-plan the remaining months on what each line produced, keep the original plan for plan vs actual, and move money through the approval matrix. Monthly variance reviews handle smaller shifts in between.
