Short answer
S&P 500 CMOs stay 4.1 years on average (Spencer Stuart). Budgets sit at 7.8% of revenue with 15.3% on AI (Gartner). Indian CMO CTC averaged ₹60.6 lakh in 2024 (Naukri), published Indian fractional CMO retainers run ₹1.5 to 8 lakh a month, and US fractional postings more than doubled in 2025 (Lightcast).
1. How this report was built and how to use it
A roundup of published figures on marketing leadership: CMO tenure and careers, pay in India, the US and the UAE, budgets and priorities, the fractional leadership market, agency and consultant fees, team costs and hiring. Every figure was read between 15 and 22 October 2026 and links to its source.
Founders and boards deciding how to lead marketing face three questions: do we need a senior marketing leader yet, should that person be full-time, fractional or an agency, and what should they be expected to deliver? Each question has a cost side and a performance side, and most of the numbers that circulate about both are anecdotes. This report collects the ones that can be traced to a publisher with a method: Spencer Stuart's annual study of S&P 500 CMOs, Gartner's CMO Spend Survey, Lightcast's job-postings and worker-profile data on fractional roles, salary data from the US Bureau of Labor Statistics, Payscale, AmbitionBox and Naukri, SHRM's recruiting benchmarks, the Association of National Advertisers' study of agency pay, and published Indian rate cards for fractional CMOs and agencies.
Large-company data dominates. Spencer Stuart studies the S&P 500 and Gartner's respondents mostly work at companies above $1 billion in revenue. Founders of a ₹20 crore business should read those figures as context, not targets, and lean on the India-specific pay and fee data in chapters 3, 6 and 7. Where an Indian figure does not exist, the report says so.
Each chapter closes with what the numbers mean, questions to take to your leadership team, and calculators on this site that turn the figures into a decision for your business.
| Spencer Stuart | CMO tenure, hiring and careers at S&P 500 companies | High for large companies; not representative of startups |
|---|---|---|
| Gartner CMO Spend Survey | Budgets, AI spend, priorities; about 400 CMOs a year | High for direction; large-company sample |
| Lightcast | US job postings and worker profiles with fractional titles | Measured data; US only for most figures |
| BLS, Payscale, AmbitionBox, Naukri | Salaries | BLS official; others self-reported, small samples for senior roles |
| SHRM | Cost per hire | Member survey of 2,371 HR professionals |
| Agency and fractional rate cards | Published Indian prices | Vendor-published reference points, not market surveys |

Higher is better for this metric.
Six conclusions the data supports.
- The CMO role is short and often a first appointment. Average tenure at S&P 500 companies is 4.1 years, below the 5.0 years for the C-suite, and 73% of CMOs are in the role for the first time.
- Budgets are flat while expectations grow. Gartner found budgets at 7.8% of revenue, more than half of CMOs saying they are insufficient, and 15.3% of budget now going to AI.
- Fractional leadership is growing from a small base. Lightcast counts more than 34,000 US workers with fractional titles, up 265% since 2019, and fractional postings in the first seven months of 2026 exceeded all of 2025.
- Small and mid-sized companies drive fractional demand. 97% of 2026 US fractional postings came from small and medium companies.
- Indian senior marketing pay spans a very wide range. From a ₹34.75 lakh average CMO base on Payscale to ₹1.96 crore median CTC including long-term incentives in Deloitte's large-company data.
- Hiring a leader is expensive before the first day. SHRM puts the average executive cost per hire at $35,879, nearly seven times a non-executive hire.
What changed for marketing leaders between 2024 and 2026?
Same publishers, same definitions, across editions.
| Marketing budget, % of revenue | 7.7% (2025) | 7.8% (2026) | Gartner |
|---|---|---|---|
| CMOs saying budget is insufficient | 59% (2025) | 56% (2026) | Gartner |
| Average CMO CTC, India | ₹52.9 lakh (2023) | ₹60.6 lakh (2024) | Naukri via Storyboard18 |
| US fractional job postings | About half of 2025’s total (2024) | 677 (2025); nearly 1,000 in January to July 2026 | Lightcast |
| Fortune 1000 share of fractional postings | 5% (2025) | 3% (2026 to date) | Lightcast |
1. AI became a budget line. Gartner's 2026 survey is the first in this report to put a number on it: 15.3% of marketing budgets allocated to AI initiatives, while only 30% of CMOs said they were ready to scale AI capabilities. In a flat budget, that money comes from somewhere else.
2. Budget pressure eased slightly. The share of CMOs calling their budget insufficient fell from 59% to 56%.
3. Indian CMO pay rose. Naukri's data, reported by Storyboard18, showed average CMO CTC up 13% in a year, to ₹60.6 lakh in 2024.
4. Fractional demand accelerated. US postings more than doubled in 2025 and were on course to do so again in 2026, with demand concentrated in smaller companies.

Who should lead marketing at each stage of a company?
A planning sequence, not a survey finding: the leadership model that usually fits each stage, with the published figures that bear on the choice.
| Pre-revenue to early revenue | Founder-led, with advisory or sprint help | Positioning and first channel are founder decisions | Project sprints published at ₹1.5–3 lakh |
|---|---|---|---|
| Early growth (first repeatable channel) | Fractional advisory or embedded leader plus a generalist or agency | Senior judgement needed, but not 40 hours a week | Embedded tier ₹2.5–5 lakh a month |
| Scaling (team of several, multiple agencies) | Embedded or multi-function fractional, or a first full-time head of marketing | Team leadership and board reporting become weekly work | Naukri average CMO CTC ₹60.6 lakh |
| Established (marketing shapes company strategy) | Full-time CMO or VP with function leads | Full-time ownership and presence | S&P 500 CMO tenure 4.1 years |
The stages are about the work, not the revenue figure. A ₹100 crore manufacturer with a stable distributor network may need less senior marketing time than a ₹20 crore SaaS company entering the US. The useful test is how many hours a week of senior marketing judgement the business genuinely needs, and whether there is a team or agency to carry out the decisions. Lightcast's finding that 97% of US fractional postings come from small and medium companies reflects the same logic: below a certain scale, part-time senior leadership is the efficient answer.

2. How long do CMOs stay, where do they come from and where do they go?
Spencer Stuart’s January 2026 study of S&P 500 companies puts average CMO tenure at 4.1 years, against 5.0 years across the C-suite. 73% of CMOs are in the role for the first time, 62% were promoted from within, and 31% of S&P 500 companies have no enterprise-level CMO at all. Of 218 CMOs who left between 2021 and 2025, 62% were promoted or moved to a similar or bigger role, and 9% became CEO.
| Average CMO tenure | 4.1 years |
|---|---|
| Average C-suite tenure | 5.0 years |
| Average COO tenure (shortest role) | 3.3 years |
| Consumer company CMO tenure (shortest industry) | 3.5 years |
| Healthcare CMO tenure | 3.9 years |
| CMOs appointed from within / hired externally | 62% / 38% |
| External hires from a different industry | 43% |
| CMOs who held a CMO role elsewhere before | 27% |
Why tenure is short. Spencer Stuart describes the role broadening into what it calls CMO-plus roles, with titles such as chief commercial officer in hospitality, chief revenue officer in software and chief customer officer in retail. A role that changes scope often changes holder. The shortest tenures are in consumer companies, at 3.5 years, where marketing results are most visible quarter to quarter.
What it means for smaller companies. If the largest companies replace their marketing leader every four years on average, a startup should plan for turnover too: every change brings recruiting cost (chapter 9), a ramp period and often a new strategy and new agencies. Fractional arrangements (chapter 5) are partly a response: they reduce the cost of a mismatch and make it easier to change leadership as the company's needs change.
Many companies decide they do not need a CMO. Nearly a third of S&P 500 companies have no enterprise CMO, and fewer than six in ten industrial and healthcare companies have one. In those companies marketing often reports into a commercial, revenue or business-unit leader. The question for a founder is not whether marketing needs a C-level title, but who owns marketing decisions, budget and results.
Who becomes a CMO. Spencer Stuart found half of S&P 500 CMOs are women, against 35% across C-suite roles, 16% of COO roles and 9% of CEO roles, and 9% of CMOs come from historically under-represented racial or ethnic groups. Financial services hires externally more than other sectors, 47% against a 38% average, and often from outside the industry. For smaller companies the lesson is about the pool: marketing leadership draws on a wider range of backgrounds than most C-suite roles, so a narrow brief that insists on a specific previous title shrinks the field unnecessarily.
Myth A good CMO stays for many years.
Reality Average S&P 500 CMO tenure is 4.1 years, and 62% of those who leave move up or to a similar role.
Myth Every serious company has a CMO.
Reality 31% of S&P 500 companies have no enterprise CMO; marketing often reports into a commercial or revenue leader.
Myth You need someone who has been a CMO before.
Reality 73% of S&P 500 CMOs are in the role for the first time.
- Who owns marketing decisions, budget and results today?
- What would the next marketing leader own that nobody owns now?
- How would we cope with a leadership change in three or four years?
- Does the role need a C-level title, or a clear mandate?
Plan marketing leadership for a tenure of about four years, define the mandate before the title, and consider whether fractional or interim leadership covers the stage you are in. See interim vs fractional CMO.
3. What does a CMO or senior marketing leader earn in India, the US and the UAE?
In India, Payscale shows a ₹34.75 lakh average CMO base from 29 profiles, Naukri data reported by Storyboard18 put average CMO CTC at ₹60.6 lakh in 2024, and Deloitte’s large-company data put median CMO CTC with long-term incentives at ₹1.96 crore. In the US, BLS gives $166,790 as the median for marketing managers and Payscale $158,594 as the average VP of marketing base. In the UAE, Payscale shows AED 471,665 for a Dubai CMO.
CMO pay in India as reported by Storyboard18 (₹ lakh a year)
| Chief Marketing Officer, India | ₹34,75,191 base | ₹1.59 lakh – ₹70 lakh; 29 profiles, March 2026 | Payscale |
|---|---|---|---|
| SVP Marketing, India | ₹57,67,393 base | ₹20–70 lakh; 10 profiles, February 2023 | Payscale |
| VP Sales and Marketing, India | ₹30,00,000 base | ₹7.25–60 lakh; 71 profiles, February 2024 | Payscale |
| Marketing Director, Bangalore | ₹34,81,713 base | ₹20–60 lakh; 23 profiles, January 2026 | Payscale |
| Senior Marketing Manager, Bangalore | ₹20,60,030 base | ₹6.7–40 lakh; 58 profiles, May 2025 | Payscale |
| Performance Marketing Manager, India | ₹15.0 lakh average | AmbitionBox | AmbitionBox |
| Marketing Manager, India | ₹12.8–14.1 lakh typical range | 52.7k salaries, 2–16 years’ experience | AmbitionBox |
| Advertising, promotions and marketing managers (median wage) | US | $166,790 (May 2025) | BLS |
|---|---|---|---|
| Advertising and promotions managers (median wage) | US | $133,660 | BLS |
| VP Marketing (average base) | US | $158,594; total pay range $106k–$249k | Payscale |
| Benefits share of total compensation, private industry | US | 30.0% (June 2026) | BLS |
| CMO (average base), Dubai | UAE | AED 471,665 (data updated March 2024) | Payscale |
| CMO (average base), UAE | UAE | AED 360,000 (data updated February 2025) | Payscale |
| Marketing Director (average base), UAE | UAE | AED 302,298 (June 2026) | Payscale |
Why the Indian figures disagree. The ₹34.75 lakh Payscale average and the ₹1.96 crore Deloitte median both describe Indian CMOs, but different ones. Payscale's 29 profiles include CMOs at small companies, some with very low pay; Deloitte's data describes larger listed and multinational companies and includes variable pay and long-term incentives. Naukri's ₹60.6 lakh sits in between. A Series A startup hiring its first CMO will usually pay nearer the lower figures plus equity; a large company replacing a CMO will pay nearer Deloitte's.
Comparing markets. At the FBIL rate of ₹95.75, the US BLS median of $166,790 is about ₹1.6 crore, before the 30% benefits load that US employers add. The gap between an Indian and a US marketing leader is large at the manager level and narrower at the top of large Indian companies, which is why US companies building teams in India and Indian companies selling into the US both use the difference in their plans.
| Full-time CMO | Naukri average CTC ₹60.6 lakh, before recruiting fees and ESOPs | ₹60.6 lakh |
|---|---|---|
| Fractional CMO, embedded tier | ₹3.5 lakh a month, mid-point of the published ₹2.5–5 lakh band | ₹42 lakh |
| Fractional CMO, advisory tier | ₹2 lakh a month, mid-point of ₹1.5–2.5 lakh | ₹24 lakh |
Myth Indian CMOs earn about ₹35 lakh.
Reality That is Payscale’s average base from 29 profiles; Naukri’s average CTC was ₹60.6 lakh and Deloitte’s large-company median with incentives ₹1.96 crore.
Myth US salary is the full cost of a US hire.
Reality Benefits are 30% of total compensation in US private industry (BLS).
Myth UAE pay is always higher than Indian pay.
Reality At the top of large Indian companies, Deloitte’s medians exceed published UAE CMO base averages; compare like-for-like company sizes.
- Which pay reference matches our company size: Payscale, Naukri or Deloitte?
- What is the fully loaded cost, including recruiting, equity and benefits?
- Could a fractional leader cover this stage for half the cost?

4. How big are marketing budgets, and what are CMOs prioritising in 2026?
Gartner’s 2026 CMO Spend Survey of 401 CMOs found budgets at 7.8% of company revenue, 15.3% of budgets allocated to AI and 56% of CMOs calling their budget insufficient; only 30% said they were ready to scale AI. Its 2025 survey found 30.6% of budgets going to paid media. Private B2B SaaS companies spend a median 8% of ARR on marketing and 15% on selling (SaaS Capital).
| Marketing budget, % of company revenue | 7.7% | 7.8% |
|---|---|---|
| AI-ready organisations, % of revenue | n/a | 8.9% |
| Share of budget on AI initiatives | n/a | 15.3% |
| CMOs ready to scale AI | n/a | 30% |
| CMOs saying budget is insufficient | 59% | 56% |
| Share of budget on paid media | 30.6% (2.4% of revenue) | n/a |
| Respondents | 402 marketing leaders | 401 CMOs and marketing leaders, January to March 2026 |
What the budget numbers mean for a new marketing leader. Gartner's respondents run large, mature marketing functions; a growing company usually spends a higher share of revenue, and SaaS Capital found equity-backed SaaS companies spending twice as much on marketing as bootstrapped ones. The useful lesson from Gartner is the direction: budgets are flat, AI is taking a share, and most CMOs feel under-funded. A leader who arrives with a plan built from cost per customer and payback, rather than a percentage of revenue, has a better case for the budget.
AI money comes from somewhere. At 15.3% of a flat budget, AI spending displaces agencies, content production or media. Only 30% of CMOs said they were ready to scale AI, which suggests much of that spend is still experimental. For a fractional or incoming leader, the first AI decision is usually which manual work to automate and how to measure it, not which tool to buy.
Growth companies. Growth Unhinged and High Alpha's 2025 data shows median growth falling from 75% below $1 million ARR to 15% above $50 million; SaaS Capital's median for private B2B SaaS was 22%. A marketing leader's budget case should be built on the growth rate the company is aiming for and the cost of the customers needed to reach it.
| New customers needed next year | Revenue target gap ÷ first-year revenue per customer | 200 |
|---|---|---|
| Fully loaded cost to acquire one (marketing share) | From last year’s marketing spend ÷ new customers | ₹1,20,000 |
| Acquisition marketing budget | 200 × ₹1,20,000 | ₹2.4 crore |
| Share of revenue at ₹40 crore revenue | ₹2.4 crore ÷ ₹40 crore | 6% |
| Compare | Gartner large-company average 7.8%; SaaS Capital SaaS median 8% of ARR | Within range |
Where the budget goes. Gartner's 2025 survey found 30.6% of marketing budgets going to paid media, equal to about 2.4% of company revenue, with the rest funding people, agencies, technology, content and research. A new marketing leader who finds paid media taking most of the budget, with little spent on measurement or content, usually has a structural problem rather than a channel problem. In India, budget the 18% GST charged on Google, Meta and LinkedIn invoices as cash, even when it is recoverable as input tax credit.
| Paid media | 30.6% | ₹1.53 crore | Gartner 2025 average share; add 18% GST as cash in India |
|---|---|---|---|
| People (salaries and fractional leadership) | 35% | ₹1.75 crore | Illustrative |
| Agencies and freelancers | 15% | ₹75 lakh | Illustrative |
| Technology and data | 10% | ₹50 lakh | Illustrative; includes analytics and CRM add-ons |
| Content, creative and events | 9.4% | ₹47 lakh | Remainder |
Myth A healthy company spends 10% of revenue on marketing.
Reality Gartner’s large-company average is 7.8%, half of 2025 respondents spent 6% or less, and growth companies vary widely.
Myth AI will cut the marketing budget.
Reality In Gartner’s 2026 survey, AI-ready organisations spent more: 8.9% of revenue against 7.8%.
Myth Budget percentages should drive the plan.
Reality Build from customers needed and the cost to acquire them; use percentages as a final check.
- How was this year’s marketing budget set: by percentage or by customers needed?
- What share now goes to AI, and what does it replace?
- What would the board need to see to approve more?
- How does our marketing spend compare with SaaS Capital’s medians for our stage?
Build the budget from customers and payback, then check it against Gartner and SaaS Capital. Use the marketing budget template and getting the budget approved.
5. How big is the fractional leadership market, and who hires fractional CMOs?
Lightcast counted at least 34,000 US workers with “fractional” in their job title in 2025, up 265% since 2019, and global fractional profiles up 313%. US fractional job postings reached 677 in 2025, more than double the year before, and nearly 1,000 in January to July 2026. 97% of 2026 postings came from small and medium companies. In India, about 17,000 LinkedIn users held a fractional CMO title in January 2024 (afaqs).
| US workers with “fractional” in their title, 2025 | At least 34,000 | Lightcast |
|---|---|---|
| Growth in US fractional workers, 2019 to 2025 | +265% | Lightcast |
| Growth in fractional profiles, global | +313% since 2019 | Lightcast |
| US fractional job postings, 2025 | 677, more than double 2024 | Lightcast |
| US fractional job postings, January to July 2026 | Nearly 1,000 | Lightcast |
| Small and medium company share of 2026 postings | 97% | Lightcast |
| Career area of US fractional postings: finance / business management / marketing and PR | 46% / 12% / 10% | Lightcast |
| Most common fractional occupation | Chief Financial Officer | Lightcast |
| Executives who had used outsourced services for front-office functions such as sales, marketing and R&D | 50% | Deloitte Global Outsourcing Survey, 2024 |
| LinkedIn users in India with the fractional CMO title | About 17,000 (January 2024) | afaqs |
From finance to marketing. Lightcast notes that fractional demand was barely present outside finance and sales in 2019 and 2020. Finance still dominates, at 46% of US fractional postings, with the CFO the single most common role, but marketing and PR now account for 10%. The pattern fits the economics: a company can buy part of a senior finance or marketing leader's time before it can justify a full-time one.
Small companies drive it. 97% of 2026 postings came from small and medium companies, and only 0.3% of fractional workers list a Fortune 1000 employer. Large companies hire full-time executives; fractional leadership is a small and mid-market solution, which is why the large-company CMO data in chapters 2 and 3 should be read as context rather than as the benchmark for a fractional engagement.
India. The afaqs count of about 17,000 LinkedIn users with a fractional CMO title in January 2024 is the only published Indian figure found. Deloitte's 2024 outsourcing survey found half of executives had used outsourced services for front-office functions such as sales, marketing and R&D, which describes the same willingness to buy expertise rather than hire it.
- Revenue or funding cannot justify a full-time senior salary yet
- The company needs strategy, budget ownership and team leadership, not more execution
- There is a team or agency to execute
- The need may change within a year or two
- Speed matters: no long notice periods
- Marketing decisions affect strategy every week
- There is a team of several people to lead day to day
- The budget is large enough that full-time attention pays for itself
- The board wants a permanent executive
- The role needs to be present in many internal meetings
Quick check: is a fractional marketing leader right for you now?
Myth Fractional leaders are for companies that cannot afford real ones.
Reality Lightcast’s data shows demand concentrated in small and medium companies, where part-time senior judgement often fits the stage.
Myth Fractional means marketing only.
Reality Finance is 46% of US fractional postings; marketing and PR are 10%.
Myth Fractional demand is a passing trend.
Reality US postings more than doubled in 2025 and the first seven months of 2026 exceeded the whole of 2025.
- Do we need senior judgement, execution capacity, or both?
- Is there a team or agency for a fractional leader to work through?
- How might our needs change in 12 to 24 months?
- How quickly do we need someone in the seat?
Fractional leadership is now a mainstream option for small and mid-sized companies. Decide on the mandate first, then on the model. See five signals it is time to hire a fractional CMO.
6. What does a fractional CMO cost in India, and what does each tier include?
One Indian agency’s published 2026 rate card prices fractional CMO engagements at ₹1.5 to 2.5 lakh a month for strategic advisory (4 to 8 hours a week), ₹2.5 to 5 lakh for an embedded role (10 to 15 hours) and ₹5 to 8 lakh or more for a multi-function growth role (15 to 20 hours or more). Hourly senior advice is published at ₹8,000 to 25,000 an hour and project sprints at ₹1.5 to 3 lakh.
| Strategic advisory | ₹1.5–2.5 lakh | 4–8 hours a week | Weekly leadership meeting, monthly review, quarterly strategy, chat access; no team management |
|---|---|---|---|
| Embedded | ₹2.5–5 lakh | 10–15 hours a week | Adds internal meetings, direct management of team or agencies, quarterly OKR ownership |
| Multi-function and growth | ₹5–8 lakh+ | 15–20+ hours a week | Adds a delivery pod, budget approval up to a ceiling, board meetings, new-market GTM |
| Monthly retainer | Fixed fee for agreed hours and scope | ₹1.5–8 lakh+ a month | Ongoing leadership | Scope creep without written decision rights |
|---|---|---|---|---|
| Hourly | Time billed against a rate | ₹8,000–25,000 an hour | Occasional advice | Rewards time, not outcomes |
| Project or sprint | Fixed fee for a defined output | ₹1.5–3 lakh for 30–60 days | GTM plan, positioning, audit | Stops at handover |
| Cash plus equity | Lower cash plus vesting equity | 0.25–1% vesting over 2–3 years | Cash-constrained startups | Dilution and vesting disputes |
| Performance bonus | Base retainer plus bonus on agreed metrics | 5–15% of the base retainer | Mature tracking | Rewards what is measured, not always what matters |
Price follows time and ownership. The tiers above differ mainly in hours and in what the fractional leader owns: advice only, the team and agencies, or the budget and board reporting. A useful way to compare offers is cost per senior hour and the list of decisions the leader is allowed to make. At the published mid-points, the embedded tier costs about ₹3.75 lakh a month for 10 to 15 hours a week, roughly ₹5,800 to ₹8,700 an hour, which sits at the lower end of the published hourly range for senior advice.
Compared with full-time. A year of the embedded tier at ₹3.5 lakh a month is ₹42 lakh, against ₹60.6 lakh average CTC for a full-time CMO in Naukri's 2024 data, before recruiting fees and ESOPs (chapter 9). The fractional option buys fewer hours but avoids a long search and is easier to change.
What to put in the contract. Hours or days per month, decision rights (budget, hiring, agencies), the metrics reviewed each month, the notice period, and who owns the work produced. The site's guide to the fractional CMO scope of work lists the clauses.
| Fractional advisory | ₹2,00,000 | About 26 (6 a week) | About ₹7,700 |
|---|---|---|---|
| Fractional embedded | ₹3,75,000 | About 54 (12.5 a week) | About ₹6,900 |
| Fractional multi-function | ₹6,50,000 | About 76 (17.5 a week) | About ₹8,600 |
| Full-time CMO at ₹60.6 lakh CTC | ₹5,05,000 | About 170 | About ₹3,000 |
| Full-time CMO at ₹60.6 lakh CTC, 20% search fee, 8% annual raise | ₹72.7 lakh | ₹65.4 lakh, then ₹70.7 lakh | ₹208.9 lakh |
|---|---|---|---|
| Fractional embedded at ₹3.5 lakh a month throughout | ₹42 lakh | ₹42 lakh a year | ₹126 lakh |
| Fractional for 18 months, then a full-time hire | ₹42 lakh | ₹21 lakh + ₹42.4 lakh (half-year CTC + search fee); then ₹65.4 lakh | ₹170.9 lakh |
Myth Fractional is always cheaper than full-time.
Reality Per hour it usually costs more; in total it costs less because you buy fewer hours.
Myth Equity can replace cash for a fractional leader.
Reality Published structures use lower cash plus 0.25–1% vesting; equity-only deals are rare and disputes common.
Myth A higher tier always means better results.
Reality Tiers differ in hours and ownership; pick the one matching the decisions you need made.

7. How are marketing agencies paid, and what do Indian agencies charge?
The Association of National Advertisers found 82% of US client-side marketers used fee-based agency compensation in 2022, up from 68% in 2016, while use of performance incentives fell from 61% in 2013 to 41%. Indian performance agencies publish fees of 10% to 20% of ad spend, flat retainers from ₹20,000 a month for basic Google Ads to ₹1.5 to 6 lakh or more for multi-channel teams, and hybrid models with floors of ₹1.5 to 3 lakh.
| Flat monthly retainer | Fixed fee for agreed scope | ₹20,000–40,000 basic Google Ads; ₹1.5–6 lakh+ multi-channel | Delivering the scope |
|---|---|---|---|
| Percentage of ad spend | Monthly spend × rate | 10–15% (upGrowth); 10–20% and 15–25% elsewhere | Higher spend, profitable or not |
| Hybrid | Higher of a minimum fee or spend × rate | Floors ₹1.5–3 lakh with 8–12% of spend | Coverage at low spend, scale at high spend |
| Performance-based | Fee per lead or sale, or revenue share | Base about ₹1 lakh plus 2–5% of sales more common than pure revenue share | Whatever is counted |
| Under ₹5 lakh | ₹1.2–2 lakh | None stated | Above 30% |
|---|---|---|---|
| ₹5–15 lakh | ₹2–3 lakh | ₹1.5 lakh + 10% | About 25% |
| ₹15–50 lakh | ₹3–5 lakh | ₹2 lakh + 12% | About 12% |
| ₹50 lakh–2 crore | ₹5–10 lakh | ₹3 lakh + 10% | About 6% |
| Above ₹2 crore | ₹10–20 lakh (negotiated) | ₹5 lakh + 8% | Under 8% |
Why US marketers moved to fees. The ANA's data shows a long shift from commission and performance pay to labour-based fees. Fees make cost predictable and remove the incentive to raise spend, but they reward hours rather than results. Performance incentives fell out of favour partly because agreeing what to measure, and who controls it, proved hard.
What it means in India. Percentage-of-spend fees still dominate Indian performance marketing, which creates the incentive the US market moved away from: the agency earns more when spend rises, whether or not the extra spend is profitable. At low spend, a flat retainer can be a third of the budget; at high spend, a percentage fee can exceed the cost of an in-house team. The fee bands above show where the crossover sits.
The leadership question. An agency executes; it does not usually own the commercial question of whether marketing spend is earning its keep. That is the gap fractional and full-time marketing leaders fill, which is why many companies combine an agency for execution with a fractional leader for strategy and accountability.
| How are you paid, and what does that reward? | Percentage-of-spend fees reward higher spend |
|---|---|
| Who will actually work on our account, and for how many hours? | Pitch teams and delivery teams often differ |
| How will you measure results, and in which system? | Platform dashboards credit themselves; the CRM or store is the judge |
| Who owns the ad accounts, data and creative? | You should, from day one |
| What is the notice period, and what do we get at handover? | Makes switching possible |
Myth Percentage-of-spend fees align the agency with growth.
Reality They reward spend, not profit; the ANA found US marketers moving decisively to fee-based models.
Myth Performance-only agency deals are common.
Reality Published Indian structures more often use a base fee plus 2–5% of sales; pure revenue share is described as rare.
Myth A bigger retainer buys a better strategy.
Reality Retainer level mostly buys execution capacity; strategic ownership needs a named senior person.
- How is our agency paid, and what does that reward?
- What share of our ad spend goes to agency fees?
- Who owns the decision to raise or cut spend?
- Do we own the ad accounts, data and creative?
Choose a fee model that rewards what you want, keep ownership of accounts and data, and separate execution from accountability. See performance marketing agency fees in India and the switching agency checklist.
8. What does a marketing team cost in India and the US, and in what order should it be built?
AmbitionBox puts the typical Indian marketing manager at ₹12.8 to ₹14.1 lakh a year and a performance marketing manager at ₹15.0 lakh on average. In Bangalore, Payscale shows marketing managers at ₹8.0 lakh base, senior marketing managers at ₹20.6 lakh and marketing directors at ₹34.8 lakh. In Kolkata, marketing managers average ₹7.1 lakh. The US median for marketing managers is $166,790, with benefits adding 30% of total compensation.
Average base pay for marketing roles in Bangalore (Payscale, ₹ lakh a year)
| Marketing Manager | Bangalore | ₹8,02,933 | 79 profiles, March 2026 |
|---|---|---|---|
| Digital Marketing Manager | Bangalore | ₹9,23,832 | 58 profiles, July 2025 |
| Senior Marketing Manager | Bangalore | ₹20,60,030 | 58 profiles, May 2025 |
| Marketing Director | Bangalore | ₹34,81,713 | 23 profiles, January 2026 |
| Marketing Manager | Kolkata | ₹7,08,993 | Payscale |
| Digital Marketing Manager | Kolkata | ₹3,66,213 | Payscale (small sample) |
| Marketing Manager | India | ₹12.8–14.1 lakh typical range | AmbitionBox, 52.7k salaries |
| Performance Marketing Manager | India | ₹15.0 lakh average | AmbitionBox |
Build in the order the work appears. A common sequence, used by this site's hiring planner, is a generalist marketer plus fractional strategy below about $1 million ARR; a demand generation hire, a content and SEO lead and part-time RevOps between $1 million and $3 million; specialists for RevOps, lifecycle and product marketing under a head of growth between $3 million and $10 million; and a VP or CMO with function leads above that. It is a planning sequence, not a research finding: hire when a full-time job's worth of work exists in a role.
City matters. Payscale's data shows Kolkata marketing managers averaging ₹7.1 lakh against ₹8.0 lakh in Bangalore, and a far wider gap for digital marketing managers. Remote and hybrid teams let companies hire across cities, but senior B2B SaaS marketing talent is concentrated in Bangalore, Mumbai, Delhi NCR and Pune.
US comparison. At the BLS median of $166,790 plus a 30% benefits load, a US marketing manager costs about $238,000 a year in total compensation, roughly ₹2.28 crore. That gap is why many US companies build marketing execution teams in India, and why Indian companies selling into the US often combine an India-based team with senior US-market expertise, full-time or fractional.
| Digital or performance marketer | Payscale Bangalore DMM ₹9.2 lakh | ₹9.2 lakh |
|---|---|---|
| Content and SEO lead | Close to Bangalore marketing manager ₹8.0 lakh | ₹8.0 lakh |
| Senior marketing manager (team lead) | Payscale ₹20.6 lakh | ₹20.6 lakh |
| Fractional CMO, advisory | ₹2 lakh a month (published band mid-point) | ₹24 lakh |
| Total | Before benefits, bonuses, tools and media | ₹61.8 lakh |
| Freelancer | ₹10,000–50,000 flat, by seniority (vendor-published) | Hands-on campaign management on one or two channels | Creative, tracking, strategy, cover |
|---|---|---|---|
| Performance agency | ₹20,000–6 lakh+, or 10–20% of spend (vendor-published) | A team across channels, creative and reporting | Commercial context unless added |
| In-house hire | About ₹1.25 lakh a month in salary (₹15.0 lakh a year, AmbitionBox) | Full-time attention and business context | Breadth across creative, analytics, every channel |
| Fractional marketing lead | ₹1.5–8 lakh+ a month by tier | Strategy, budget, measurement, agency management | Execution hours |
Myth The first marketing hire should be a senior leader.
Reality A senior leader without a team or budget often has nothing to lead; many companies start with a generalist plus fractional strategy.
Myth Salaries are the same across Indian cities.
Reality Payscale shows Kolkata digital marketing managers averaging ₹3.7 lakh against ₹9.2 lakh in Bangalore.
Myth A US hire costs its salary.
Reality Benefits are 30% of total US private-sector compensation (BLS).

9. What does it cost to hire a marketing leader, and how is the hire judged?
SHRM’s 2025 benchmarking survey of 2,371 members put the average US executive cost per hire at $35,879, nearly seven times the $5,475 for non-executive roles, and found only 20% of organisations track quality of hire. With average S&P 500 CMO tenure at 4.1 years, that recruiting cost recurs, along with a ramp period and, often, a change of strategy and agencies.
| Average cost per hire, executive | $35,879 |
|---|---|
| Average cost per hire, non-executive | $5,475 |
| Recruiting budget as a share of HR budget (average / median) | 26% / 20% |
| Organisations tracking quality of hire | 20% |
| Respondents | 2,371 SHRM members; vice presidents and above oversampled |
The real cost of a senior marketing hire. SHRM's cost per hire covers the search: advertising, recruiters, interviews, assessments. It excludes the larger costs that come after: the months before a new leader is productive, the strategy reset many new leaders bring, the agencies and tools they change, and the cost of a wrong hire. In India, notice periods of several months for senior roles add delay, and executive search firms commonly charge a percentage of first-year pay.
Why so few measure quality of hire. Only one organisation in five tracks it, which means most companies cannot say whether their last senior hire worked. For a marketing leader, a simple measure is whether the agreed 90-day and 12-month outcomes were delivered: a plan accepted by the board, a budget built from customer economics, pipeline or revenue targets met, a team in place.
Turnover is the other side. Spencer Stuart found most departing CMOs move up or sideways quickly, 77% joining a new company within six months. Good marketing leaders have options, so retention depends on mandate, resources and fit as much as pay.
| CTC | Naukri 2024 average | ₹60.6 lakh |
|---|---|---|
| Search fee | 20% of first-year CTC (illustrative; firms vary) | ₹12.1 lakh |
| Time to fill and notice period | Four months without a leader | Lost momentum, not priced here |
| Ramp to full productivity | First three months at half impact | About ₹7.6 lakh of salary not yet producing |
| First-year total cash | CTC plus search fee | ₹72.7 lakh |
| Commercial judgement | Walk through a budget they built and defended | Started from customer economics, not a percentage |
|---|---|---|
| Measurement | How they knew a channel was working | Revenue or pipeline from the CRM, not platform dashboards |
| Team and agencies | A team or agency they changed, and why | Specific decisions with outcomes |
| Stage fit | Companies at your stage they have led | Similar team size, budget and buyer |
| First 90 days | Their plan for your company | Diagnosis before prescriptions (chapter 14) |
| References | A founder or CEO and someone who reported to them | Consistent stories about outcomes |
Myth The cost of a hire is the recruiter’s fee.
Reality SHRM’s average executive cost per hire is $35,879 before ramp time, strategy changes and the risk of a mismatch.
Myth We will know if the hire worked.
Reality Only 20% of organisations track quality of hire; agree outcomes before the start date.
Myth A good CMO will stay as long as we pay well.
Reality Most departing CMOs move to similar or bigger roles quickly; mandate and resources matter as much as pay.

- What is the full cost, including search, notice and ramp?

10. What should a marketing leader be measured on in 2026?
Boards increasingly judge marketing on efficiency and pipeline, not activity. Benchmarkit’s data, published by Maxio, gives a median New CAC Ratio of $2.00 of sales and marketing spend per $1 of new-logo ARR in 2024, up from $1.76, and 40% of new ARR from existing customers. Nielsen found 84% of marketers confident in their ROI measurement, but only 38% measuring traditional and digital channels together.
| Marketing-sourced pipeline | Value of opportunities whose agreed source is marketing | Against plan |
|---|---|---|
| Pipeline coverage | Open pipeline ÷ bookings target | Roughly 1 ÷ win rate |
| New CAC Ratio | Sales and marketing spend ÷ new-logo ARR | $2.00 median, 2024 (Benchmarkit) |
| CAC payback | CAC ÷ (new MRR per customer × gross margin) | Under 12 / 18 / 24 months for SMB / mid-market / enterprise (Bessemer) |
| Net revenue retention | Cohort ARR now ÷ its ARR a year ago | SaaS Capital medians 98–106% |
| Expansion share of new ARR | Expansion ARR ÷ total new ARR | 40% median (Benchmarkit) |
| Burn multiple (company level) | Net burn ÷ net new ARR | 2× reasonable early; 5× terrible (Sacks) |
From activity to efficiency. Leads, traffic and impressions tell a board what marketing did, not what it earned. The metrics above connect marketing to revenue and cash: how much pipeline it created, what each new customer cost, how quickly that cost came back, and whether customers grew. Benchmarkit's New CAC Ratio rising from $1.76 to $2.00 shows acquisition getting more expensive across B2B SaaS, which is why boards ask about it.
Measurement confidence outruns practice. Nielsen's finding that 84% of marketers are confident in their ROI measurement, while only 38% measure channels together, describes a common gap: confidence based on platform dashboards that each credit themselves. A marketing leader's first technical job is often to make revenue attribution trustworthy, through the CRM, before arguing for more budget.
Buyers decide early. 6sense found the winning vendor was on the day-one shortlist in 95% of deals, and the B2B Institute's 95:5 rule holds that only about 5% of buyers are in market at once. A scorecard measured only on short-term leads will under-invest in the brand and category work that puts a company on the shortlist.
| Headline | Pipeline and revenue against plan, one sentence on why | CRM |
|---|---|---|
| Efficiency | New CAC Ratio, CAC payback, cost per qualified opportunity by channel | CRM plus finance |
| Retention | GRR and NRR by cohort (SaaS) or repeat rate (D2C) | Billing or store data |
| Brand and demand | Branded search, direct traffic, share of shortlist in won and lost deals | Search Console, analytics, CRM |
| Decisions | What we will start, stop and scale next quarter, with budget | Marketing plan |
Myth More leads means marketing is working.
Reality Boards look at pipeline, CAC and payback; Benchmarkit shows acquisition cost per dollar of new ARR rising.
Myth Our dashboards prove ROI.
Reality Nielsen found most marketers confident while only 38% measure channels together.
Myth Brand work cannot be measured, so it should be cut.
Reality Shortlist inclusion decides 95% of deals (6sense); measure branded search, share of shortlist and win rates.
- Which five metrics will the board see from marketing each quarter?
- Do we trust the source of marketing-sourced pipeline?
- What is our New CAC Ratio, and is it rising?
- How do we measure brand and shortlist presence?

11. Where is demand for marketing leadership in India and the UAE?
India had 1,97,692 DPIIT-recognised startups by 31 October 2025 and 7.30 crore enterprises registered on the Udyam portals by December 2025. Bengaluru took 26% of Indian startup funding in H1 2025 and hosts more than 880 global capability centres. The UAE had about 557,000 SMEs at the end of 2022, with a target of one million by 2030.
| DPIIT-recognised startups | 1,97,692 (31 October 2025) | Storyboard18, reporting a Lok Sabha answer |
|---|---|---|
| Enterprises on the Udyam portals | 7.30 crore (December 2025) | Ministry of MSME year-end review |
| Indian startup funding, H1 2025 | $4.8 billion, down 25%; Bengaluru 26% | Tracxn via Outlook Business |
| Early-stage funding in Karnataka, 2025 | US$1.6 billion, up 32% | Tracxn via Entrepreneur India |
| Global capability centres in Bengaluru | 880+ | Zinnov, 2025 |
| SMEs in the UAE | About 557,000 (end 2022) | UAE Minister of Economy via Gulf News |
India's demand is wide and early. Nearly two lakh recognised startups and more than seven crore registered enterprises means a very large number of businesses at the stage where senior marketing judgement matters but a full-time CMO is out of reach. Tracxn's figures show capital shifting towards early-stage companies, with Karnataka early-stage funding up 32% in 2025, which is where fractional and advisory marketing leadership fits best.
Bengaluru concentrates the talent and the funding. It took about a quarter of startup funding in H1 2025 and hosts more than 880 global capability centres, which compete for the same senior marketing and product talent. That competition is one reason Bengaluru marketing salaries sit above most other Indian cities (chapter 8).
The UAE. About 557,000 SMEs at the end of 2022 and a national target of one million by 2030 describe a fast-growing market for marketing leadership, with Payscale's published CMO base averages of AED 360,000 to AED 471,665 (chapter 3). Many UAE SMEs and Indian companies expanding into the Gulf buy marketing leadership across borders.
Myth Senior marketing talent in India is cheap everywhere.
Reality Bengaluru competes with 880+ global capability centres for the same people, which pushes pay up.
Myth Most Indian businesses need a CMO.
Reality Most of the 7.30 crore registered enterprises are far too small; senior judgement there is bought part-time or not at all.
Myth UAE marketing leadership must be hired locally.
Reality Many UAE SMEs and Indian companies entering the Gulf buy leadership across borders, including fractionally.
- Which market are we competing in for marketing talent?
- Does our stage suit a full-time, fractional or advisory leader?
- Are we planning expansion into another market that needs local marketing judgement?
Most Indian and UAE businesses that need senior marketing judgement are too early for a full-time CMO. Fractional and advisory models fit that stage. See fractional CMO in Bangalore, Kolkata and Dubai.
12. How is AI changing the marketing leader’s job and budget?
Gartner’s 2026 survey found CMOs allocating 15.3% of marketing budgets to AI while only 30% said they were ready to scale AI capabilities; AI-ready organisations spent 8.9% of revenue on marketing against a 7.8% average. In India, IAMAI and Kantar found 44% of internet users using AI-enabled features, 57% of 15 to 24-year-olds. In sales, Salesforce found 87% of sales organisations using some AI.
The gap between spend and readiness. A seventh of the marketing budget going to AI, with fewer than a third of CMOs ready to scale it, means much of that money is in pilots. The marketing leader's job is to decide which pilots become operations and which stop, using the same discipline as any other spend: a baseline, an outcome measure and a decision date.
Where AI is changing marketing work. Content and creative production, research, reporting and campaign operations are the most affected. That shifts what a marketing team needs: fewer people producing first drafts, more judgement about positioning, brand and measurement. It also raises the value of clean first-party data, because AI tools and ad platforms' automated bidding both depend on it.
Customers are using AI too. IAMAI and Kantar's finding that 44% of Indian internet users already use AI features, rising to 57% among the youngest, means buyers increasingly research through AI assistants and AI search answers. A marketing leader now has to think about how the company appears in those answers, not only in search results.
| What task does it change? | A named, repeated task with a measured baseline |
|---|---|
| What outcome should improve? | An outcome metric (pipeline, conversion, cost), not only time saved |
| What data does it need? | Data we already hold and trust |
| When do we decide? | A date, usually within one or two quarters |
| What do we stop doing? | The spend or work it replaces |
A short AI policy for the marketing team. Decide which data can be put into which tools, who reviews AI-drafted content before it is published or sent, how claims and figures in AI-written content are checked, and how customers are told when they are dealing with an automated system. In India, the Digital Personal Data Protection Rules notified in November 2025 make the first of these a legal question as well as a practical one.
Myth AI spend shows a modern marketing team.
Reality Gartner found 15.3% of budgets on AI but only 30% of CMOs ready to scale it; spend is not capability.
Myth AI will replace the marketing leader.
Reality It replaces production tasks; positioning, budget and measurement judgement become more important.
Myth AI is only an internal tool.
Reality 44% of Indian internet users already use AI features; buyers research through AI answers.

Treat AI spend like any other budget line: baseline, outcome, decision date. The leader’s value shifts from producing work to judging what is worth producing.
13. How does the marketing leader’s job differ for D2C, B2B SaaS and services companies?
The title is the same; the numbers that decide success are not. A D2C marketing leader lives with RTO and repeat purchase, a B2B SaaS leader with pipeline and net retention, a services leader with referrals and response time. These are the measures the leader should own in each.
| D2C and e-commerce (India) | Contribution per delivered order, RTO by payment method, repeat purchase, blended ROAS | RTO 39.2% at the 2025 festive peak; prepaid 55% of D2C orders (Unicommerce) | D2C benchmarks India |
|---|---|---|---|
| B2B SaaS | Marketing-sourced pipeline, New CAC Ratio, CAC payback, NRR | New CAC Ratio $2.00 (Benchmarkit); NRR medians 98–106% (SaaS Capital) | Fractional CMO for B2B SaaS |
| B2B services and consultancies | Qualified pipeline by source, speed to lead, proposal win rate, client retention | 37% of US firms reply to web leads within an hour (HBR) | RevOps and CRM benchmarks |
| High-volume lead businesses (education, health, property) | Cost per qualified lead, speed to call, lead-to-sale rate | Search conversion and cost per lead by industry (LocaliQ) | Marketing benchmarks report |
Why the business model changes the hire. A marketing leader who has built pipeline engines for B2B SaaS may have little experience of COD, courier performance and marketplace fees, and a D2C growth leader may never have run a buying-committee programme. Spencer Stuart found 43% of external CMO hires came from a different industry, which works at large companies with deep teams; at a startup, where the leader is close to the work, stage and model fit matter more.
What stays the same. In every model, the leader's first job is the same: make the revenue numbers trustworthy, rebuild the budget from customer economics, and decide what the team and agencies should stop doing. The measures differ; the discipline does not.
14. What should a new marketing leader deliver in the first 90 days, and how do you check?
Whether full-time or fractional, a new marketing leader should produce evidence quickly. This scorecard turns the benchmarks in this report into checks a founder or board can run.

15. How should a fractional CMO engagement be set up so it works?
Most fractional engagements that fail do so for reasons a contract could have prevented: unclear decision rights, no agreed cadence, no measures and no exit plan. This chapter turns the pricing in chapter 6 into a working arrangement.
| Time | Hours or days a month, response times, availability for board meetings | Tiers differ mainly in hours (chapter 6) |
|---|---|---|
| Decision rights | Budget authority, hiring, agency selection, messaging sign-off | A leader without authority becomes an adviser |
| Team | Who reports to the fractional leader, directly or dotted-line | Execution capacity determines what gets done |
| Cadence | Weekly leadership meeting, monthly review, quarterly plan | Regular rhythm replaces daily presence |
| Measures | Three to five outcomes reviewed monthly (chapter 10) | Judges the engagement on results, not hours |
| Ownership | Who owns ad accounts, data, documents and creative | Protects the company if the engagement ends |
| Term and exit | Initial term, notice period, handover obligations | Makes change cheap, which is the point of fractional |
A typical first quarter of a fractional engagement
- ListenWeeks 1–2Interviews with founders, sales and agencies; access to analytics, CRM and ad accounts.
- DiagnoseWeeks 3–4Audit of tracking, pipeline sources and spend; agreed definitions.
- DecideWeeks 5–8Budget rebuilt from customer economics; agency and tool decisions.
- CommitWeeks 9–12Quarterly plan, team plan and monthly board metrics in place.
Why cadence matters more than hours. A fractional leader is not in every meeting, so the arrangement depends on a fixed rhythm: a weekly session with the people executing, a monthly review against the agreed measures, and a quarterly plan. Without it, the leader becomes a person people message when something goes wrong.
Plan the exit at the start. Fractional arrangements are meant to end: when the company is ready for a full-time leader, when the need is met, or when the fit is wrong. Agreeing the notice period, the handover and who owns the work protects both sides and makes the next transition cheaper, which is one of the main advantages over a full-time hire with a 4.1-year average tenure and a $35,879 average executive search cost.
Write time, decision rights, cadence, measures, ownership and exit into the agreement. The fractional CMO scope of work and the fractional CMO exit playbook cover the details.
16. Eight questions a CEO should answer before hiring any marketing leader
- What must marketing own? Pipeline, revenue, brand, retention, or several; write it down.
- What decisions will the leader make alone? Budget limits, hiring, agencies, messaging.
- What will we measure at 90 days and 12 months? Outcomes, not activities (chapter 10).
- How many senior hours a week does the work need? The answer chooses between fractional and full-time (chapter 6).
- Who will execute? A team, an agency, freelancers or nobody yet (chapter 8).
- What data will the leader inherit? If the CRM and tracking are unreliable, the first quarter is a repair job.
- What can we afford in total, including search and ramp? Chapter 9 gives the full cost.
- How will we know it is not working, and what then? Agree the review points and the exit at the start.
If any of these questions has no answer, the new leader starts without a clear brief, whichever model is chosen. A founder who can answer all eight in a page has done most of the work of choosing between a full-time CMO, a fractional leader and an agency, and has the brief for whichever they choose.

Appendix C: how the main sources count, and why they differ
Spencer Stuart studies CMOs at S&P 500 companies, measuring tenure from appointment dates; its 2026 snapshot uses data as of 30 June 2025 and 218 CMO exits from 2021 to 2025. It describes the largest US companies only.
Gartner's CMO Spend Survey asks about 400 marketing leaders a year, mostly at companies above $1 billion of revenue in North America and Europe, about budgets and priorities. Its averages are pulled up by heavy spenders, as Campaign Asia's note that half of 2025 respondents spent 6% or less shows.
Lightcast counts job postings and worker profiles with fractional titles, mostly in the US. Postings understate demand because many fractional engagements are agreed privately.
Salary sources differ in method. BLS figures are official wage statistics across all employers. Payscale and AmbitionBox are self-reported by employees, with small samples for senior roles. Naukri's figures, reported by Storyboard18, come from its job platform; Deloitte's describe larger companies and include incentives. Each answers a different question, so pick the one that matches the company you are pricing for.
SHRM's cost per hire comes from a survey of 2,371 US HR members. The ANA surveys US client-side marketers about agency compensation. Indian rate cards for fractional CMOs and agencies are published by individual firms and are reference points, not market surveys.
